One would definitely need more context and data. People in general are bad at risk ( what if you had a 9% or even 1% chance of dying every time you drove anywhere?!). I would think the concern for most folks is: do *I* get anything severe? sure death is bad but long-hauling doesn't seem fun either. Some folks might even wonder: do I give anyone in my family anything severe? Actual community minded folks might even say: Do I increase the prevalence of suffering in my community/region/state etc...? If 9% of everyone 65+ died, we'd have bodies stacked everywhere.
