As I understand it, a Chromecast device can be connected to a TV via HDMI and your wifi. You set it up on the TV, and your phone, and whenever you watch something in YouTube or through the Chrome browser on your phone, you can "throw" it to the Chromecast device, essentially telling the device to stream the video using the URL you threw it. It takes over the streaming. Works best if you also have the Chromecast device plugged in via hardwire, so as to not soak your wifi bandwidth. I don't think Bluetooth has the bandwidth to stream video, though i could be wrong.
