In the 25+ years of working from home, I have always had a mix of in-state and out-of-state (and in some cases, international) clients. I used a tax accountant for a few years, when my returns were more complicated. I have always paid Massachusetts state income tax (and Federal, of course), but never to another country or another state. Basically, I pay taxes in the state where the income was earned. Not sure if there are different rules for consultants vs. employees, however (but I doubt it).
