[Hidden-tech] hard drive issue

The short answer is "it depends."

It depends on what's actually wrong with the PC that keeps it from booting
- and how hosed the data on the disk may or may not be.

There is indeed a relatively inexpensive enclosure you can drop a hard
drive in and connect to a working system via USB, and if the hard drive
isn't the problem, or isn't completely inaccessible you may be able to pull
(some or all) data off of it.  I've purchased one at Staples in the past
for under 25 bucks.
