It depends on whether the damage is localized to start up files or not, 
but the short answer is yes. There's a chance that using an external 
enclosure will let you access the files you need and avoid the damaged 
sectors.

Expect the worst and make the best use of your time the next time you 
spin up the drive. If you can stop file scanners from accessing the 
drive beyond your navigation through folders that would be best. Linux 
(Live CD or other) mounting the drive as read-only would be ideal.

SpinRite <https://www.grc.com/spinrite.htm> is a drive utility that has 
been known to recover drives with this type of problem, though the 
external enclosure likely costs less.
