It *seems* to be still working on my site (running WP 4.1).

On the Dashboard, select the 'Screen Options' drop down and make sure the "At 
a Glance" checkbox is selected.  This *should* give you the At a Glance 
dashboard widget, which will show the current version of WordPress.  At this 
is what works with the self-hosted version.  I don't know what they do at 
wordpress.com.
