Picking rails over php because 'php is an old method' is a really bad 
reason.

Pick the method that will provide an effective solution, and that 
probably means time to create the solution
with available cost effective resources.  And that rarely means fast 
performance or the latest technology,
esp, on the first round -- for reference, I have php web sites that 
support a few million page views a month.

You have re-enforced that by saying "unding is limited.
Also there are plenty of php frameworks that allow creating a database 
driven solution
as you add courses.

Think carefully as to your goals.
