Although I've not done this with an iPhone, I have done it with a Nokia 520 running Windows Phone software. Apple says that it's ok to do: https://support.apple.com/en-us/HT3406 Remove the SIM card and do factory reset. You should then be able to install apps and do pretty much everything except use the cellular service. --- Karl A.
