[Hidden-tech] Using bad esn iPhone as iPod

My son wants an iPod touch for his birthday.

I wonder under what conditions we can use an iPhone as an iPod.

We never plan to use it as a phone.

If it is icloud locked, but not stolen, can we do a factory reset and then
use it as an iPod?
