I am assuming you are not looking to make this part of the site publicly accessable. The public side (the front end) normally does not need people to be registered. There are a couple of special cases: there a setting to require registation to *post* comments, but once posted, anyone should be able to read the comments. It is also possible to create pages and posts that are 'private' and which require registation and/or a pasword -- these pages are not publicly accessable. There are *also* 'forum' plugins that require registation, at least to post to the formum. There might also be plugins that impose certain types of access restrictions. Plugins can do all sorts of 'interesting' things -- for example, I have written a library catalog system plugin that allows logged in users to place holds on items in the library catalog. Writing a plugin to required users to be logged in to access certain pages is certainly possible. I think the site might either be using some sort of plugin that is doing this or else the parts of the site that are not 'publicly' (anonymously) accessable might consist of pages or posts that are private.
