There are several multi-vendor ecommerce shop solutions available as components for Joomla at various price-points, and of course, community and/or social networking components, too — which I would think would meet your described needs. Out of the box, Joomla 3.x is responsive across all devices, and most professional templates these days are being built to accommodate that feature.
