[Hidden-tech] charter upload speeds

A Charter tech came here today and did several tests for about 20 minutes and then said "I have no idea what the problem is". They noted that the actual signals look good (very little noise, etc.), but also noted that even on their own equipment there is clearly a problem with the upstream in terms of sustained bitrate. i.e. Uploading is very slow. They said it seems like a problem with the network.
 
I called Charter a few hours after the tech left and they told me that the tech didn't "escalate" the problem and that their report shows that everything is OK. I re-explained, so now another tech is coming tomorrow specifically for the purpose of "escalating" the problem.

They also told me (again) that if lots of people call about this they are more likely to see it as a real issue and not just a bunch of strange coincidental occurrences that happen to be similar. So, everybody please call 888-438-2427 if you are experiencing this issue too.
