Sorry, Bob, but that is not true. If you paid a designer under a 
contract that transfers the rights, or if you paid a designer who was 
an actual employee, yes, you own the work. Otherwise, you're 
basically renting it.

What does the contract say? If there's no contract, or agreement 
otherwise (e.g., work-for-hire or an actual employer/employee 
relationship), copyright law would normally leave the rights in the 
hands of the person who created it. If the writer and designer are 
different people, they would each own what they created.

Yes, you can change designers--but you might have to change the design as well.

I'm not a lawyer and this isn't legal advice.
