Scott, This is definitely doable, it greatly depends on the size of the apartments and how far apart they are. You would want a slightly higher end router that has a high broadcast range (Wireless N, high gain antenna maybe). I generally recommend Buffalo routers because they are a good price and come with a solid 2 year warranty. Linksys/Cisco is also good. The wireless signal would be broadcast from one apartment and anyone nearby could pick it up. Setup an encryption/security key and give it out to the people sharing and then you can all just connect to the wifi. Most/all laptops have built in Wifi, for the desktops you would probably need to buy USB wireless cards.
