You should be able to do it with a decent quality wireless router (I'd recommend Cisco), depending on apartment size, distance from the apartment with the internet connection, and construction. It would be pretty easy to test this by borrowing or buying a router & plugging it in. Then everyone involved just looks at their "available wireless networks" and it should show up. If they can get the signal, then you can connect to the internet, set up security, etc. The one thing they should understand, though, is that unless the connection is fiber, they're going to experience lower speeds when everyone's connected. You can also buy signal boosters, but these can be tricky to make work without interfering with each others' signals. For a while, the center of Warwick had a hotspot centered on our library which provided internet for town hall and several houses in the center of town.
