This needs to be set up at the Operating System level, so if you are on
shared hosting and don't have it, you can't get it.

If you're talking about SFTP, then look for the keyword SSH, SFTP uses SSH
for file transfers.  If they are currently using FTPS or FTPES, that's
actually a different "Secure" ftp which uses a signed SSL certificate (like
HTTPS for the web) instead of SSH for the security part.

If you have a current provider with one or the other, a good question would
be why they need a specific solution.  A lot of FTP clients support both.

I think Dreamhost does offer SSH, at least for some plans, and if you have a
dedicated server you should be able to set up either.
