Jamie, I cut my teeth on Adobe Premiere 7-8 years ago, so when I went looking for an inexpensive, easy to use, video editing software, I chose Adobe Premiere Elements. $100 at Staples and they are now bundling it with PhoteShop Elements too. It works well, but like a lot of Adobe products it is bloated, so it needs a fairly robust computer to run without bonking. The copy I bought over a year ago works fine on my new Windows 7 powered laptop. Check the system reqs at adobe.com. The software is easy to use - real drag and drop, slice 'n' dice friendly. Users just drag clips onto a time line and everything else after that is gravy. It's set up for the web too with instant conversiona and upload to YouTube or for a DVD burn.
