"To all City of Holyoke users, We are aware that all emails sent to comcast.net addresses are being bounced back. This is an issue on Comcast's end, and has been escalated to Comcast. We do not block any outbound email, we only monitor inbound emails. Hi, As you may have recently experienced, since mid-day last Saturday Comcast has been having some trouble with upstream internet traffic and specifically packet losses between to offices on the east coast. As of this morning it seems to be partially resolved. In this last outage, I did some research on troubleshooting these issues.
