For a stand-alone forum I recommend vBulletin along with the vbSEO 
plugin.  I think it costs about $300 for both together.  I think 
vBulletin is much better than PHPbb, SMF and similar free forums.

If you're doing more than just a forum, try Drupal 6 with the Advanced 
Forum module.  It requires a lot more configuration to setup Drupal than 
vBulletin though.
