I'd recommend Flash. Do you have a program to convert the video to .flv? Flash comes with an encoder that works pretty well. Alternatively, you could get a program like Flix Pro and Sorenson Squeeze that give you a lot of control over the bitrate, framesize and compressor you use. Let me know if you need more help.
