I try to avoid them. There is no shortage of internet cafes, as long  
as you don't need a laptop for productivity, I would avoid it. If you  
do need it, I've heard of folks using a surge protector in between  
the outlet/converter and your computer's power supply.

I cannot speak to France, Spain and Germany. But in Italy recently Wi- 
Fi was non-existent and most moderate hotels did not have high-speed,  
but some higher-end establishments did.

The easiest solution is to rent one if you're not going to be  
traveling often. Just Google "european cell phone rental", or  
something similar and you'll find a plethora of companies.
