Topaz Labs makes a program called Video Enhance AI that they claim can
convert SD resolution video to HD and 4K while maintaining, or even
improving the quality.

I use some of their software to denoise and sharpen still photography
and have found it to be remarkably effective and also easy to use.

Video Enhance AI costs $199 but they offer a 30 day free trial, so you
might give it a shot.
