it sounds like you have deleted imto the trash (allows undelete)
Like all modern devices there are a dozens paths to what looks like the 
same feature

SO
Google Photos does automate back up to https://photos.google.com
To delete images you have to use the 3 dots in the upper right to 
'delete from device'
While the regular trash deletes from device and photos.google

OR
Get Files by google
It backs up to google drive and then you can delete from device
It also has an options to clear the 'trash' which is probably what you want.

Some of the confusion comes from options on the camera and 'File by G' 
that look like Photos but isn;t

Yeah - isn't tech fun.
