[Hidden-tech] How does one protect the phone number and identity when outbound calling?

Asking on behalf of a social change organization that is helping migrants
and does not want to be traced by vindictive and violent drug cartels. I
know I have used bulk-texting apps where I was using my computer to call
and not showing up identifiably on call ID.

Does anyone know if there's a way to make free international calls to a
mobile phone with an invisible number (either via Whats App, or some other
phone app or phone/text banking service). The calls are being requested by
the recipients (this is not a spam thing) but it's important for
their safety that they not be traceable to others. Please advise.
