Is this with a "traditional" landline? If so, your options are limited.

Are the calls targeting you specifically or are they generic?  If the latter, 
it could be with a robo dialer (aka War Games dialer).  These calls are just 
sequencing through all possible numbers, and is not using your number 
specificly.  These callers are not using lists of harvested phone numbers.

At this point there is probably not much you can do.  Caller ID is probably 
your first line of defense.  Don't answer calls from unknown callers.  Esp. 
from callers whose Caller ID does not identify them (eg "Name Unavailable" or 
some such).  You should have a answering machine or *better* voicemail.  
Voicemail systems automatically (and accurately) return the time, date, and 
caller id of the caller, unlike answering machines are a bit more haphazard 
with reguard to recording this information.
