Yes, Greg was taking about designers choosing to have links open in new
windows or tabs. I'm sorry if my quote of his post left that ambiguous.

And yes, it's easy to open new windows/tabs while browsing. I do this
constantly, especially when I want to refer to two pages at once (which
happens a lot while I'm researching a writing piece, among many other
scenarios) or dealign with a slow-loading site. My UX concern is that I've
seen too many sites where hitting the back button didn't take you back to
where you'd been, and too many situations where you really want to make
sure the reader comes back to finish the page, and there is zero guarantee
they'll do it on their own.
