2) Wordpress already has all the tools built into do this, including the 
database.
A much quicker approach is to use this: https://buddypress.org/
I think it already does what you are suggesting - it's a WP plugin
I've used it and it's pretty easy to install and does have a measure of 
security.

3) The real question would be how to get some collaboration instead of 
lots of different systems.
I'll point to the FRCOG - Franklin Regional Council of Governments whose 
charter just that.
and they have been working on various emergency planning efforts.

I'll send this their way and see if there is something that we all can 
contribute to.
