[Hidden-tech] Locking files?

Hi,
Is there a way lock files from being copied from one hard drive to another? 

I’m wondering how to best allow a coworker access to video files (for video editing purposes) but ensure that they can’t be copied to any other device. 

Does adobe premiere offer such a thing through their cloud services?
