Privacy options for Word are found on the Account page, accessed from the File menu (near
the bottom of the list of items in the left panel of the File menu).

You should also set the overall Privacy options for your Microsoft account. Find them by
opening Windows Settings and typing "Privacy" into the search box at the top.

Unlike earlier versions of Windows, Windows 10 is a service, administered through your
Microsoft Account.

The version of Word that comes with Windows 10 is part of Office 365, which is a
subscription service tied to your Microsoft account. You may need to activate Office 365
before you can use Word/Excel/etc.... on the new computer.

There is nothing I have tried that will make this screen go away so I can open a Word document. I have tried changing the computer resolution, quitting via Task Manager, tabbing to every single option available, and nothing works to get me to a "finish" point to get rid of the interpolated screen.
