In some places, Public Libraries have added tool libraries (and toys, and ipods etc...).  That's what they do: organize, maintain and share resources for a community.   Keene has a gardening focused one: Seed And Tool Lending Library | City of Keene

 I'd especially note that the idea has  be more developed beyond just a name, it's been trademarked and there is a supporting non-profile
 
It's a topic of interest I've been looking at for some time, esp with the (literals) tons of useful items stacked in people's garages, I know I've got a bunch.
 
 A question in my mind relates to where they are stored and how maintained, esp the range from who cares to need maintained and very valuable.

I did see Home Depot helped fund, what Toolbanks in Atlanta, developed into Toolbanks USA non-profit: http://www.toolbank.org/
 also if there is really a project that fits NextDoor, I actually know some of the VC funders and would be interested in taking to them about it.
