[Hidden-tech] Alcatel cellphone question

When I was in Europe last year, I bought a simple Alcatel smartphone after my Samsung smartphone was stolen.  I would like to use it again on my next trip, but it won't recharge.  When I plug it in, various lights and icons come on and it appears to be charging, but when I later unplug it, it's dead.

My question is, is there anyplace around here where I could have someone look at the phone to see if it can be salvaged?  Maybe it just needs a new battery, for instance.

I'm not familiar with this brand of phone and don't even have a manual for it in English!
