I already have pieces of such, since I've working to recycle etc over 5,000 books in my personal collection. Mine work is in PHP with Wordpress wrapper -- (tech skills are not an issue for me) Given the number of wordpress themes, and plugins, and ease of enhancing same, I'd vote for that approach. Have you look into Little Free Library, similar type of project, more physical perhaps: https://littlefreelibrary.org/ Your comments seem to imply new books, is that so ? There are plenty of used books available, many in like new shape.
