I'd strong recommend your friend checking out POD (print on demand) services. There are dozens like Redbubble, that artists I know like. These are obviously a visable service company. However some are designed for wholesale, white label type operation. The one I'm familiar with is: https://www.printful.com/ No sure what the overall business idea is, however there are a number of companies that are already setup for similar businesses, many even fully in the US -- esp as a way to easily test the business. And a heck of lot less cash intensive than starting by buying a printer Just an idea.
