This page on the GoDaddy website provides a good rundown of the situation: https://www.godaddy.com/help/when-can-i-register-an-expired-domain-name-572 The short answer is that a lot depends on the particular registrar where the domain is registered but in general someone has to be really not be paying attention to let a domain go completely to the point where someone else can register it. If the alternate website is actually presenting itself as being the website of the organization in question then I think you probably have legal remedies you could pursue. Among other things, if you figure out who the website is hosted by and go to them they may take it down. Again, the key, I think, is whether the site in question is falsely presenting itself as representing an established organization. I say "established" because you'll have a much harder time if the organization is not a legal entity. I suspect there are other legal remedies too but I'm not a lawyer. The false website's domain name has an expiration date, of course. What is the process whereby one could reclaim/buy an expired domain, if the individual forgets to renew? Is there a grace period whereby, if the domain is not renewed, it is not available for resale for a certain period of time?
