Thanks all for replies about PHP IDE.

Jeremy, are you running Windows, Linux or other development system?

My main concern  with Java is I'd prefer not to have it running on my
Windows 10 tablet for security; perhaps my concern is overly cautious or
outdated.  If anyone is well informed about Java security in windows, it
looks to me like disabling web content in browsers may assuage my concerns
and I'd appreciate comments.

I've had very good luck with NetBeans (currently on NB 8.2) for PHP
development.  There's a reasonably good debugger, and full support for PHP.
Installing Java is not much overhead in my view: I already have several JVM
versions installed for other java applications - what's one more ?

NB has good support for various language-syntaxes (PHP5, PHP7, HTML,
javascript, css, SQL, etc); support for command-line apps as well as
web-apps; and is highly customizable.

I don't know anything about "server sync capability" in NetBeans.  We use a
source-code-control system (Git or SVN) to manage server deployments.  This
is a best-practice, to ensure that what's deployed to your servers is the
correct version of the application.

Other developers working on the same projects with me use PHPStorm, and are
very happy with it.  I tried it and found no real advantage compared to
NetBeans.

Like others, I find Eclipse more difficult to use; but certainly there are
some people who actively use it and like it.

Any of these three IDE's will work fine for modern PHP web app development.
