OK, sure, but we already HAD a decentralized internet, (or doesn't anyone remember PVPCUG any more?) Second, ( and more importantly..) what we DO need the Federal Government for is to insure that the resources necessary to maintain a decentralized internet (Internet 4.0?) are not monopolized or restricted and that such resources are freely available. So whether it happens to be a home grown system based on telecom infrastructure, (like the BBS model), a wholly distributed model that (essentially) piggybacks on some available portion of the current monopolized Internet or a hybrid-combination, there still needs to be some legal/regulatory protection or (eventually) access will be co-opted and restricted. It also helps to remember that when this all started, telecom infrastructure was a (more or less regulated..) public utility rather than the de-regulated mess it has become.. Overall, we should be somewhat happy, (and more than a bit surprised..) that it took as long as it did for things to get to this point..
