I like Harvest.
Should be possible to have different 'projects' for different locations and
each project/location could have a manager approve a time sheet at the end
of the week.
Would require some operational tweaks but might end up saving lots of
time/wages and trees in the processes.
Sounds like a re-invent workaround happening because of a resistance to
moving away from paper time sheets into electronically driven payroll and
accounting.
