Tom, incase there's restrictions on FaceTime like here in Sti Lanka, you might want set him up with s free Skype account, too. Though, FaceTime should work fine.
The other thing is that he can buy a cheap phone at an electronics  shop and a very inexpensive  prepaid one month contract for voice and Internet. Then, he can call anytime or you can call her. 
If the phone is under contact wit ATT, they usually don’t let you unlock it even if moving overseas unless you buy out the ocntract.
Usually, we take older iPhones with us and buy a prepaid card where ever we go.
