Not entirely accurate.   They can purchase online, but the transfer needs
to take place through a licensed FFL.  So someone in MA can purchase a
firearm online, but it needs to be shipped to a MA FFL who has to do the
NICS (background check) and then transfer the firearm to the purchaser.
