I don't think any either Neat Scanner of Fujitsu ScanSnap -- among the most popular document scanners with OCR -- name the file based on the content. Even though they do OCR, they don't interpret the content in order to come up with a file name. They simply provide searchable output files. And I'm not aware of any scanning solution that is any different in this regard.
