I just returned from Shanghai on a non-business visa.  Tourist visa's do not require a letter of invitation but do required documentation for a lodging and plane itinerary.

They were very helpful, except for one missing piece of information about needing to provide a photocopy of a previous visa I had to go to China some years back.  But they called me to let me know I needed it. Give yourself a month to get everything done, three weeks minimum.

If you want a package deal, look at Gateway One.  Of course travel on a river boat would be a relaxing way to see China.  Look at AMA Waterways.
