[Hidden-tech] Startup Not-for-profit group seeks volunteer I.T./web/database expert

What exactly is meant by "fund charities through the use of monies from low balance and unwanted gift cards"? Take said gift cards and pass them on to charities, or somehow convert them to cash and send that to charities? If the former, I think a prominent mailing address on the home page of a website would suffice. If the latter, you'll have a number of complications, like "no cash equivalent" clauses and maximum values that can be monetized ($5 is MA). Are you/they imagining a more complex system?
