as others have said, it's hard to tell what you can do without knowing more about the giblets you have. My *guess* is that 4GB is probably the max for the mem controller on that motherboard.. but 3GB is generally enough memory.. I MIGHT have an athlon X2 dual-core processor in the basement somewhere, that would likely just drop in (unless the BIOS doesn't know what to do with it).. if I can find it you are welcome to it. I don't know if W7 is like XP, which had different kernels for uniprocessor and multiprocessor systems.. if so there is a bit of hackery you may need to do to light up the second core. You'll never make a screaming machine out of it, but it might still be useful..
