You might consider a leaflet.js map with MapBox data underneath. Leaflet is a nice open source library and MapBox provides free data up to 3000 page loads per month and then is $5.00 per month up to 10,000 and you end up with a beautiful product. Transfers nicely to mobile apps as well.
