Still think that doing it with forms is just a way to significantly increase your work authoring while probably not giving the customer the note taking flexibility they need. Sticky notes allow free form notes anywhere in the PDF, and you don't need to do anything for them to work except possibly enable them depending on what your Acrobat authoring settings are defaulting to. You'd just tell the people that ask to view with the free Acrobat reader and look for the quote bubble icon.
