1) It's not possible to estimate the work involved without know how big your site is - it 
looks to be only 19 pages of text.
so probably best to follow step 5 below and do it yourself.

2) it looks like most of your pages where created with a MS tool - and have embedded css - 
this is not easy to convert
since it forces specific formatting on each page -- it might be simplifier if all those 
css are the same - not easy to tell at quick glance.

3) there is NO cms site without a theme - however there are 1000's to chose from and you 
can have a custom one made,
(which of course costs extra)  Your current list is visually simple so you don't need much 
of a theme, see #5 below.

4) There are wordpress import tools that will load your site into WP and then you can add 
menus, tweak it etc.

or http://wordpress.org/plugins/search.php?q=html+import&sort= for many others

5) To get what you want at the lowest price - I suggest you signup for a WP site as a test 
site, use the import
and then tweak until you like it - you can find a theme you like or get someone to 
customize it.
THEN take it live.
