[Hidden-tech] Drupal Forum Question

We’ve got a forum on a Drupal 7 site. We would like to have a Pager at the top of the comments as well as at the bottom. My research indicates that this should be possible by editing one of the template files for the site, but I have been unable to figure out which file controls the layout of the forum.   

Has anyone done something like this? If you can tell me what file to edit, I can probably hack this myself. Here’s a link to the website: you can see that the pager shows at the bottom of the page only. http://forum.crazyorchidlady.com/content/blooms-january-2014?page=2#comment-7496
