I suggest you plan your site around content and functions, then see what program can accommodate them. If the business is new, you perhaps don’t even know what will happen later, so perhaps contrary to other advice, use an inexpensive program you can work with yourself. The caveat is that if you will be doing any secure trading or information sharing on your site, or even pushing a database to it, in which case do as others have suggested here and buy a fuller package that someone can recommend for those functions, and with perhaps a template to get you going.
