Following up on the other advice, rather than try to combine good and cheap, which are almost always a tough fit, another approach to consider is can you scale back on your initial plans for the website in order to allow you to afford someone who will build you a good, basic website that has the capacity to expand and serve your needs over the long haul. I've seen many people go cheap for their first website and then, pretty quickly, realize that it was a waste of time and money and that they need to invest in someone who can do a better job for them. 
 
That said, much does depend on what you are trying to achieve. And I do understand that if you are just getting started in some sort of small business or non-profit money can be very tight so sometimes you have to make do with what you can afford.
