All modern PBX systems allow the user to define the outbound caller ID,
on even a call-by-call basis if desired. The only thing limiting abuse
of this feature is a rather nominal fine which can be imposed by the FCC.
Even then, law enforcement, government, and political organisations are
exempt, and businesses are given a great deal of leeway that individuals
are not allowed (e.g. private investigators and collection agencies have
typically been allowed to spoof their caller ID, under the interpretation
that their spoofing was not done with "intent to defraud, cause harm, or
wrongfully obtain anything of value".
